Charles J. Tortorci's practice concentrates on transportation, advising local, national, and international clients on a wide range of matters including regulatory compliance, strategic planning, administrative law, employment law, and public policy. Within this sector, Charles focuses on regulatory compliance for transportation providers within New York City, in addition to providing corporate advisory and consulting services concerning operations, process analysis, and project management and delivery.
Charles is the co-founder of Total Compliance Solutions, a web-based motoring platform which allows transportation companies to remain in regulatory compliance with administrative rules and state laws by automatically tracking and aggregating TLC and New York State Department of Motor Vehicle license status data, and the co-founder of TripMarket, an SaaS-enabled transportation B2B marketplace platform and mobile application designed to increase profitability for ground transportation companies by helping locate and source labor and equipment at dynamic rates.
Prior to establishing Tortorici Schwartz LLP, Charles served at the New York City Taxi & Limousine Commission (TLC) for more than 14 years in numerous senior management positions, including Deputy Commissioner for Licensing, Deputy General Counsel and Acting General Counsel, where he shaped policy, managed a large division and litigated complex cases for the agency. Before joining TLC, Charles served as an Assistant District Attorney in Kings County, New York and as a Special Assistant Corporation Counsel with the New York City Administration for Children's Services.
Charles is also an Adjunct Professor at John Jay College of Criminal Justice and teaches courses on criminal law and constitutional law.
