Charles J. Tortorici is Co-Leader of Tortorici Schwartz LLP’s Transportation Practice and advises transportation companies on regulatory, operational, government affairs, and public policy matters. Drawing on more than 14 years in senior leadership at the New York City Taxi & Limousine Commission, he brings a distinctive understanding of how transportation regulation is developed, interpreted, implemented, and enforced.
Charles advises local, national, and international transportation companies, with particular expertise in the regulatory framework governing for-hire vehicle and ground transportation providers in New York City. His work includes regulatory compliance and enforcement, licensing, administrative proceedings, government relations, public policy, and operational strategy.
Before co-founding Tortorici Schwartz LLP, Charles spent more than 14 years at the Taxi & Limousine Commission, serving as Deputy Commissioner for Licensing, Deputy General Counsel, and Acting General Counsel. He helped shape agency policy, oversaw significant regulatory and licensing functions, advised senior leadership, managed a major operating division, and handled complex administrative matters.
Charles is also an entrepreneur and technology founder. He co-founded Total Compliance Solutions, a technology platform that helps transportation companies manage regulatory compliance, and TripMarket, a B2B marketplace for locating, coordinating, and deploying transportation resources in real time.
Before joining the Taxi & Limousine Commission, Charles served as an Assistant District Attorney in Kings County and as a Special Assistant Corporation Counsel with the New York City Administration for Children’s Services. He is also an Adjunct Professor at John Jay College of Criminal Justice, where he teaches criminal law and constitutional law.
